A council PCN is a penalty. A private parking charge is an invoice. They use different appeal bodies: a tribunal for councils, POPLA or IAS for private operators.

Usually not for council PCNs: an appeal within the discount period usually freezes it while the council considers your challenge. We flag exceptions, and you should check your own notice.
Can you help with a private parking ticket?

What can be refunded?
If the letter is unsatisfactory, we refund the letter fee. We cannot refund the parking ticket itself.
